Fruit of e-vat

The Arroyo administration is giving out P500 aid to all Filipino households whose electric consumption is not more than 1000 watts for the month of May 2008.

The move raised some eyebrows but for those at the end of the social ladder, a P 500 is a P500 and that would mean more than 25 kilos of NFA rice or a 5 day food budget. The timing was even before the school day opened last June 12, 2008. Thus, the P500 aid for the ever continually getting higher electric bill was used for other things also.

I just want to raise a question. Everyone paid for the e-vat, why are those with low consumption being rewarded and those that are paying higher are taken for granted? Is that a punishment for living a more comfortable life or a lesson to minimize electrical usage if you can as others can?
